State and local races can overrule higher-level ones.

Even when Congressional and Presidential races are uncompetitive, state and local races still matter. For example, state governments get to draw the districts for House elections,  tilting the playing field for the next decade.

In 2018 Democrats won the Wisconsin governorship in a race with 61% turnout. A few months later, only 26% of people turned out for a State Supreme Court election and a conservative Republican narrowly won. That victory allowed Republicans to strip the Governor of many of his powers.
